On February 15th 2024, the Ministry of Planning and Strategic Investment held a Seminar on “Rules and Procedures for Infrastructure Development in Timor-Leste”. The event took place at the Ministry of Finance and it was attended by several stakeholders in this development process, namely the Prime Minister of RDTL, the Minister of Planning and Strategic Investment, the Minister of Public Works, members of the National Parliament, lines ministries’ leaders, international development partners (such as the World Bank, ADB, JICA, IFC, among others) and different members of civil society (Timor-Leste Chamber of Commerce, academics).
The National Procurement Commission was represented by its Deputy Director, Mr. Nelson dos Santos Gusmão - accompanied by the Executive Director, Mr. Hermingardo Soares - who gave a presentation on procurement and its procedures. He has also explained about NPC’s attributes and functions taking into account the development of infrastructure in East Timor.
The main goals for this seminar were to reflect on the lessons learned from the infrastructure development process, as well as clarifying about rules and procedures and also identifying problems towards the dialogue on possible solutions in order to improve the development of infrastructure and the economy for all Timorese.
