CNA HELD A GENERAL MEETING WITH THE PRINCIPAL ADVISOR OF THE MINISTRY OF PLANNING AND STRATEGIC INVESTMENT

CNA Executive Director, Mr. Hermingardo Albano Soares, Deputy Director of CNA, Sr. Nelson dos Santos, together with Coordinators, National and International Advisors held a meeting with MPIE Principal Advisor, Mr. Julio Tomas Pinto at the CNA Meeting Room, Balide – Dili. According to the guidance of His Excellency the Minister of MPIE, the objective of this meeting is to learn more about the work of CNA, progress and challenges as to propose alternative measures and to improve the service delivery of CNA as a unique and important entity for the procurement of the Infrastructure Fund. On this occasion, the Executive Director of CNA reported on the mapping of staff, the number of projects (completed, ongoing and pending), procurement procedures according to applicable laws and rules, internal regulations, preparation for e-procurement, and relevant challenges. The Executive Director underlined that the main challenge of CNA work is when tender documents are incomplete, or the number of documents received is uncertain how many and when, because there is no tentative plan for submission from the line ministries.
The Principal Assessor emphasized that state entities must work according to applicable laws and rules, continue to maintain good coordination with government partners, but strengthen the implementation of internal laws and regulations - especially regarding the submission of incomplete documents for procurement must be returned to the owner to avoid further delays in CNA. Procurement services must respect the existing Code of Ethics to maintain the integrity of the institution. To end, the Executive Director of CNA appreciated the presence of the Principal Advisor MPIE who provided support to continue improving the work of CNA.
