CNA’s technical team, Ministry of Petroleum and Mineral Resources (MPRM) and Timor GAP representatives technical team took part in the Technical Bid Opening for Design Build and Finance (DBF) for Zumalai to Natarbora Highway Project the reference number: TENDER/040/MPRM-2025. The project is composed of three lots:

 LOT 1: Section 1 – Zumalai – Betano – Highway (STA.34+155 – STA.59+767)
 LOT 2: Section 2 – Betano – Uma Berloic Highway (STA.59+676 – STA 85+259)
 LOT 3: Section 3 – Uma Berloic - Natarbora Highway (STA.85+259 – STA.110 + 787)

The meeting was also attended by His Excellency the Minister of Strategic Planning and Investment, Eng. Gastão Francisco de Sousa, NPC’s Executive Director Mr. Hermingardo Soares, MPRM Advisor Mr. Deonisio dos Santos and Vice President of Timor GAP Mr. Alexandre Cristovão. The technical bid opening took place at CNA’s meeting room in Balide – Dili, and it was facilitated by Mrs. Tonia Carme as a Senior Procurement Officer. From the publication of the invitation for bids until the deadline set for bids’ submission – on Tuesday, July 29, 2025 at 15:00 pm - CNA received nine (9) bids all from China. In accordance with procedural rules, the representatives of each bidder, as well as the Project Owner can participate in the public bid opening session in order to assure the transparency of the public tender process. At the end, all parties signed the minutes of technical bid opening – namely CNA, MPRM and TIMOR GAP, as the project owner and the company’s representatives, who then received a copy of the document.
