CNA’s technical team, along with the Ministry of Tourism and Environment representatives, led the technical Proposal opening for the Consultancy Services for the Detailed Engineering (DED) of New Construction of Flora and Fauna Species Conservation Building in Hera with the reference number: TENDER-RFP/149/MTA-2025. The technical proposal opening took place at CNA’s meeting room in Balide – Dili, and it was conducted by Ms. Maria Ambrosia as Junior Procurement Officer. From the publication of the invitation for proposals until the deadline set for proposals’ submission - on Thursday, December 11, 2025 at 3 PM - CNA received nine (9) proposals for the above-mentioned project. In this event, proposers are Indonesia, Sri Lanka, China, Portugal and Timor-Leste, including JVs. In accordance with procedural rules, the representatives of each proposer, as well as the project owner, can participate in the public proposal opening session in order to assure the transparency of the public tender process. At the end, all parties signed the minutes of technical proposal opening – namely CNA, MTA as the project owner and the representatives of each company, who received a copy of the document.
