SURPRISE VISIT FROM THE NATIONAL PARLIAMENT TO NPC

On the 26th of February 2026, Commission E (Infrastructure) of the National Parliament carried out a surprise visit to the National Procurement Commission (NPC) for oversight purposes.

During the visit, CNA Deputy Director, Mr. Nelson dos Santos Gusmão, received the Commission E team and made a brief presentation on the progress, results and challenges of CNA"s work. In addition, the Deputy Director of CNA explained the procurement procedures and showed the PAS System (Procurement and Archiving System) as a database system that CNA uses to do its work.

In the Q&A session, the Deputy Director of CNA responded to a number of questions from the Commission E Team, especially regarding the controversy over procurement procedures and project execution problems in the field. It was clarified that the execution of procurement process in CNA always follows and complies with the existing procurement law in Timor-Leste, including DL No. 22/2022 and DL no. 1/2025 which came into force on the 1st of January 2026.

Finally, the Distinguished Members of Commission E also toured around the CNA Building to observe the condition of the building, working conditions and talk to some officials who were present. The visit ended with a photo together before leaving from the CNA Building in Patrimonio Estado compound, Balide.
