The National Procurement Commission (CNA) was responsible for organising the National Flag‑Raising Ceremony held on Monday, 3 August 2026, at the premises of the Ministry of Planning and Strategic Investment (MPIE) in Hudi‑Laran, Fatuhada - Dili.

The solemn event gathered a large number of staff from all agencies under the MPIE’s supervision - ADN, CNA, SGP and FDCH - together with their senior leaders and representatives from the Ministry itself.

The team responsible for the ceremony included Ms. Leila Cepeda, as Parade Commander, and Mr. Felzinho Morais, Ms. Patricia Denya and Mr. Hermenegildo Fernandes, who integrated the Flag‑Raising Corps, working alongside Ms. Nayara Fernandes, in charge of Protocol.

During the speech session, CNA’s Executive Director, Mr. Hermingardo Albano Soares, who served as Inspector of the Ceremony, emphasised the need for strict budget execution across all institutions under the MPIE, ensuring compliance with the established targets. Besides, he highlighted CNA’s core mandate in conducting procurement processes for the State as a whole - including the Government, the National Parliament, the Presidency of the Republic and the Court - in accordance with the law.
